The Transportation Committee considered SENATE BILL NO. 106                                         
"An Act relating to a fee on studded tires; and providing for an                                    
effective date" and recommended it be replaced with                                                 
                                                                                                    
                   CS FOR SENATE BILL NO. 106(TRA) "An Act                                         
               relating to studded tires; and providing for an
